Léonard ROLLAND is the Deputy Director for Cybersecurity at the French Ministry for Europe and Foreign Affairs. He began working in cyber diplomacy in 2013 and contributed to negotiations that led to the consensus report of the United Nations Group of Governmental Experts (UN GGE) on Developments in the Field of Information and Telecommunications in the Context of International Security, adopted in July 2015. As a diplomat, Léonard has served as a political advisor – focusing on security-related issues, including cyber – the Embassy of France in Moscow and the Embassy of France in Berlin. Léonard holds degrees from Sciences Po Lille and the University of Paris I: Panthéon-Sorbonne.
